Editor’s note: I noticed that pothole repairs are going to occur in Grass Valley during the month of October — ahead of the City Council elections on November 6. In Chicago, the Aldermen made sure that the potholes were fixed and the garbage was collected ahead of election day. It’s in a famous book “Don’t make no waves, don’t back no losers.”
On the other hand, you could argue that the weather is a factor in the timing. But the weather in early November can be nice too. Either way, it’s good to see the work being done.

Title: Annual Street Maintenance; Striping and Pothole Repair Projects – Award Contracts
Recommended Motion: That Council; 1) award contracts for the 2012 Pothole Repair Project and
2012 Striping Project to the lowest responsible bidders; 2) authorize the Mayor to execute the
construction contracts, $21,642.00 for the 2012 Pothole Repair Project and up to $50,000 for the
2012 Striping Project, subject to legal review; 3) authorize a construction change order for up to
$15,000 for the 2012 Pothole Project; and, 3) authorize the Public Works Director/City Engineer to
approve construction change orders for up to 10% of the total contract amounts.

Background Information: On August 7, 2012, Council authorized the advertisement for bids for the
2012 Pothole Project and 2012 Striping Project. The 2012 Pothole Repair Project consists of
repairing pavement on Kate Hayes Street at East Empire Street and on Morgan Ranch Drive at Ridge
Road. The 2012 Striping Project consists of striping and pavement markings throughout the city.
The lowest responsible bid for the 2012 Pothole Project from Grade Tec, Inc. was for $21,642.00. It
is requested that Council authorize a construction change order for up to $15,000 in order for the
pothole repair limits to be expanded.
The bids for the 2012 Striping Project will be opened on October 9, 2012 and bid results will be
available at the Council meeting. The total project cost is estimated at $40,000
Both projects are anticipated to be completed within the month of October. Staff recommends that
Council; 1) award a contract for the 2012 Pothole Repair Project and 2012 Striping Project to the
lowest responsible bidders; 2) authorize the Mayor to execute the construction contract, $21,642.00
for the 2012 Pothole Repair Project and up to $50,000 for the 2012 Striping Project, subject to legal

Council Goals/Objectives: The Annual Street Maintenance Project executes portions of work tasks
