With all due respect to the new city manager, I hope the full city council will be taking part in the selection process, because hiring a police chief is different than hiring for any other position in city administration.
Yes, the chief answers to the city manager, but in 1995, when Lou was hired, the entire council –– along with the city manager –– conducted the preliminary interviews of a dozen candidates who survived the parer screening, and also conducted follow-up interviews held with the top three finalists. We each had one vote and we brought our own perspective (and questions) to the interviews.
If my memory (and math) are accurate, the current council represents over 20 years combined experience with issues the new chief will be facing. It seems to this observer of Nevada City politics that their experience and insight would be an asset at the interview table.
