The SIM card comes from the phone carrier, not Apple, even though our iPad 1s shipped with ATT SIM cards in the USA. If you can obtain a Chinese carrier micro SIM card (and the iPad 2 should use that same SIM card) with some kind of pay as you go data plan, you should be good to go over there. Believe me, you do not want to pay ATT data rates in China. The iPad is unlocked as to GSM cell carrier,
BTW, the most recent iPhone 4s will be available in an unlocked GSM version with no SIM for full price in the near future.
